Degraded Status of Indian Armed Forces: Whom to Blame?

This article has been written by Colonel Chandra Kant Roy (Retired) of the Territorial Army. The author very lucidly describes the degraded status of Indian Armed Force post Central Sixth Pay Commission of the Government of India. After reading this, one can easily draw references that Armed Forces are no longer the finest service one can look forward to; but rather a sub standard force that can only attract the sub standard material for recruitment.
"Sixth CPC : AGONY FOR DEF OFFRS CONTINUES; ISSUE OF NFU (NON FUNCTIONAL UPGRADATION) NEEDS URGENT ATTN
1. All Defence Offrs, please be informed that Offrs of other services with whom you interact on functional basis, like MES Civ Offrs, GREF Civ Offrs, Offrs of BSF, CRPF ,ITBP, Def Accts(IDAS), Test Audit(IA&AS), Ord Factory Bd etc, will now get the salary and grade pay of Joint Secretary/ Maj Gen (GP Rs 10000/-) in 19 yrs of service, and will draw the pay of Addl Secretary to Govt of India which is equal to a Lt Gen(GP Rs 12000/-) in 32 yrs of service by virtue of their service being Organised Gp A Service.
2. The above condition has been brought about consequent to acceptance of 6 CPC recom on NFU by GoI , wherein it recommended that whenever any IAS officer of the state or joint cadre is posted at the Centre to a particular grade carrying a specific grade pay in Pay Bands PB-3 or PB-4,the officers belonging to batches of Organised Group A services that are senior by two years or more and have not been promoted so far to that particular grade would be granted the same grade on a non functional basis from the date of posting of the IAS officers in that grade at the centre. Hence if an IAS officer becomes Joint Secretary in 17 years of service the offrs of Org Gp A Service(like the ones mentioned in Para 1) will start drawing the salary of Joint Secretary in maximum of 19 years of service and similarly that of Addl Secretary / Lt Gen in 30 and 32 yrs resp.
3. Why is it not applicable to Def Offrs : Because as per Govt of India Def Offrs are NOT part of Org Gp A Service and the above recom is applicable to only to the latter.
4. If Def Offrs are not part of Org Gp A service then what are they :They are just ‘Commissioned Officers’.
5. If all the above is correct then who all form part of Org Gp A Service and how Def Offrs call themselves Class 1 offrs ; Central Civil Services mainly include AIS (All India Services, namely, IAS, IPS and Indian Forest Service) and Org Gp A service .There are a total of 58 services forming part of Org Gp A service. Please see the attachment. Def Offrs are not part of Civil Services but have been broadly kept at par with Gp A Offrs of Civil Services( erstwhile known as Class 1 offrs) by various Pay Commissions. The reference to same since independence is attached.
6. Background to recom of NFU for Org Gp A Service as per 6 CPC:
(a) The Sixth CPC observed that there is a conventional edge of two years between IAS and other AIS/ Central Group A services and stated that though the Fifth CPC had taken the view that the edge need not be disturbed, in practice, however, the gap of two years (for posting to various grades in the Centre in form of empanelment of IAS officers and promotion for other Group A officers), has increased in respect of many organised Group A services.
(b) The sixth CPC felt that this is not justified as Organised Group A services have to be given their due which justifiably should mean that the disparity, as far as appointment to various grades in Centre are concerned, should not exceed two years between IAS and organised Central Group A services. It recommended that the Government should, accordingly, consider batch-wise parity while empanelling and/or posting at Centre between respective batches of IAS and other organised Group A services with the gap being restricted to two years.
(c) Therefore whenever any IAS officer of the state or joint cadre is posted at the Centre to a particular grade carrying a specific grade pay in Pay Bands PB-3 or PB-4,the officers belonging to batches of Organised Group A services that are senior by two years or more and have not been promoted so far to that particular grade would be granted the same grade on a non functional basis from the date of posting of the IAS officers in that grade at the centre.
(d) The higher non-functional grade so given to the officers of organised Group A services will be personal to them and will not depend on the number of vacancies in that grade.
(e) These officers will continue in their existing posts and will get substantial posting in the higher grade that they are holding on non functional basis only after vacancies arise in that grade. This will not only ensure some sort of modified parity between IAS and other Central Group A services but will also alleviate the present grade of disparity existing between promotional avenues available to different organised Group A services.
(f) The Government accepted the recommendations of Sixth CPC and granted the NFU to Organized GP A Services .
7. Why should the def offrs get NFU :Because of the following
reasons :
(a) None of the Org Gp A service faces as much stagnation as the Armed Forces offrs because of its pyramidal structure. In fact, on the contrary, most of the Gp A service offrs, as it is, reach the level equal to Addl Secretary due to cylindrical structure of promotion of their service. Only issue for them is,’ in how many years’. In comparison, 97% def offrs retire at the levels below Joint Secretary / Maj Gen. Hence, if the logic of giving NFU to Org Gp A offrs is stagnation, then, no one deserves it more than the Armed Forces Offrs.
(b) Traditionally, since independence, there has been a broad parity between the Class 1 / Gp A offrs of Civil Services and the Defence Services Offrs which has been acknowledged by different Pay Commissions in their reports. In such a case ,the differential behaviour of 6 CPC not only disturbs the financial parity, it pushes down the def services in status as even direct recruit offrs of Gp B services attain a better pay and promotional avenue and manage to reach the level of Joint Secretary / Maj Gen before retiring . In fact, now Sub Inspectors of CRPF/BSF/ITBP too can beat Def Services Offrs when they too will retire with the salary of Addl Secretary / Lt Gen, if they get promoted as Asstt Comdt / DSP in 8 yrs. All this will only fuel frustration, disgruntlement and will have a demoralising effect on the Armed Forces Offrs.
(c) Since Def Offrs will have to work alongside some of the Organised Gp A Services mentioned, a disparity of this magnitude will lead to functional problems .In some stations, it is already being heard that Civ Offrs have started projecting themselves as senior to top military offr like Stn Cdr. In a specific case a Civ Chief Engineer of MES has started considering himself senior to a COS due to NFU and started saying so all around. Such problems will only increase in future. Moreover, this issue must not be allowed to linger till 7th CPC for resolution. If our top brass stands up united on this issue, the govt will have to accept it. Service HQs are aware of this issue and had sent a proposal to MoD, but it has been rejected. However , the issue needs a more forceful pleading duly backed by Service Offrs unanimously.
8. Benefits of NFU : It will not only benefit the offrs facing stagnation at the level of Lt Col, Col, and Brig, but will also benefit senior offrs like Maj Gen and Lt Gen who otherwise pick up their ranks in 29 yrs and 35 yrs resp, as they will too start drawing the pay of Maj Gen in 19 yrs of service and that of Lt Gen in 32 yrs of service.
9. What can you do : Don’t accept ‘ fait accompli’, Spread awareness, as knowledge is power. Apprise more and more offrs about this discrimination. Raise it in appropriate forums to escalate its level and let the top brass take it up as seriously as PB-4 issue with the govt for IT IS, AS SERIOUS AN ISSUE. It not only affects pay, it also affects status.

Yeddyu Goes But Not Before Mocking at the Nation.... Reddy Brothers Still Defiant


Yeddyurappa finally goes..... But not before mocking at the entire nation?
Today the defiant Karnataka CM has finally resigned; but not surprisingly to the spirit of our political class, he was seen flashing victory signs after submitting the resignation? A day after the Supreme Court of India had issued orders suspending all mining activities in Bellary district of Karnataka, the Reddy brothers went step further and were shameless, when 49 trucks belonging to their company were seized by the police with precious iron ore which was on the verge of being smuggled out. Thanks to the vibrant media for nailing them.
Yeddyu wants to nominate his successor and also wants to remain the state BJP chief; on the other hand, the Reddy brothers are still unapologetic.

The entire episode reminds us of the British PM few days back, when he simply said "I am sorry". Can we expect something even closer to that in our country? Seems near impossible. What least can be expected out of our policy-makers is a common strategy to curb corruption in this country.

Another deduction which comes out of this entire episode is the failure of our institutional mechanism. The POLICE in specific, which gives us an impression that they are not serving the citizens; rather their political masters.

Kargil War: 12th Anniversary


It was on this of 26the July 1999 that the Indian armed forces overwhelmingly defeated Pakistani intruders in the famous Kargil war. The battles were fought on some of the most inhospitable terrains of Jammu & Kashmir where the enemy tried to alter Line of Control.
Pakistan suffered one of the most disgraceful defeats of modern times where it also disowned her own fallen soldiers. Moreover, it also saw the beginning of another military coup by the army chief. Rest all is history and Pakistan is paying dearly for that even now.....
For India, the battle ignited the fervor of nationalism among common citizens with certain amount of anger against the establishments as well. The Indian armed forces saw the emergence of young officers who aimed nothing but victory.....
The President of India paid homage at the India Gate in New Delhi and also seconded the demand for a national war memorial... A dream which still remains a dream only. Non implementation of the recommendations of Kargil Review Committee set up to restructure the entire national defence mechanism still haunts India in the form of growing terror strikes......

Mr Home Minister Should Answer More.....


"It was a coordinated attack; we are in touch with each other; NIA team sent to Mumbai; NSG team sent to Mumbai; We ll get into the bottom of the issue; Army on standby?"
These were the standard replies of our Home Minister... Now, even a fool can tell u that these were coordinated attacks. The NIA which was raised with so much of fanfare after 26/11 appears to be another defunct government agency; It doesn't even have proper website and a visible pro-active mechanism. Look at the people who are manning it? Our civil servants who do not arouse any respect in the minds of a common Indian. Can't we include military officers or induct the young Short Service Commissioned officers who are leaving ever year. Cant there be a lateral transfer?
Mumbai does not have an explosive expert team? It rather had to be transported from Delhi? What a mess?
No statement as yet from "OSAMAJI FAME" Diggy Raja??
Terrorists are still tried under normal criminal procedures in India... No special Act.... No special courts or time frame to deal with such cases...
Army is always on standby for any damn thing happening in India??? What a shame?
Where is the so called DISASTER MANAGEMENT AUTHORITY? It was not visible at the blast site??
When are we going to change our laws of British Era??
When are we going to revamp our entire police machinery??
Where is the Political Will to deal with terrorists from across the borders?

Mr Home Minister should rather answer these questions??

DO WE DESERVE A GOOD NATION?

Many a times I used think that how come a handful of merchants came to this country from nowhere and became our masters to such an extent that we still preach their ideologies even after 60 years of departure. Were they so good or we were so bad? I think the answer lies somewhere else and that is our character as a nation. We never got united for a common cause and if someone dared to do that he or she was outclassed overwhelmingly.
Intellectuals became the obedient servants and our institutions became pillars of their power. We never even dared to change these institutions even after the independence.. Result is here in front us... Moral fabric of all institutions has broken apart. People have lost complete faith..
One important mention is the Indian National Army of Subhash Chandra Bose which was treated as an outfit of characterless Indian soldiers by our own people serving in the Indian Army (same people went on to become the Generals post independence).. Contrary to this, the British had great respect for the INA. In 1945 when the same army was tried in the famous Red Fort Trial, entire nation stood for it and the great intellectuals of this country were left with no option but to defend this outfit as the real army of India. Everyone defended it including Mahatama Gandhi and Nehru...
This army (not surprisingly) was dumped immediately after independence by our own people.
Now in 2011....... We are witnessing a similar situation in the form of Anna Hazare and Ram Dev.... Intellectuals are out to defame them notwithstanding the fact on the cause of their fight. They are debating for the manner of it..
Do we need all this? History may tell us more....

ABCD of Indian Politics

Today while interacting with the media at Delhi, Mr Kapil Sibbal and Mr P Chidambaram followed the ABCD of Indian Politics in true letter and spirit. They said that the government of India wants to generate a common consensus of the proposed LOKPAL BILL.
Whether to bring the office of PM and the Judiciary in the ambit of LOKPAL can not be decided by the committee alone. They need to have a feedback from all quarters of the power.
Bottom Line... They are seeking the opinion of a would be criminal that if you commit a crime in future, should I be investigating you or not?
Larger issue..... India had enough of politicians and many more lawyers and now politicians. What we lack are leaders and statesmen in this country. People who can rise above personal gains and think only about national interest.
On the issue of LOKPAL... Politicians have forgotten that India is not a Monarchy or a Colony.
Every institution is accountable to citizens and no one can claim clemency in a democracy.

Its gives me immense satisfaction to covey to my readers that the Honour of Major Gonville Bromhead, V.C. has finally been restored in India. The story goes back to February 2010 in the heart of military cantonment of Allahabad when I had the opportunity to visit the New Cantonment Cemetery where many fallen soldiers of the Indian Army have been buried alongside their Regimental Memorials. One such soldier was Major Gonville Bromhead who fought bravely in the famous Battle of Rorke's Drift (Natal, South Africa) in the Anglo-Boer War on 22-23 January 1879. Setting a fine example and conducting himself with great gallantry in most trying circumstances during the defense of Rorke's Drift, Bromhead was awarded the Victoria Cross, the highest award for gallantry in the face of the enemy that can be awarded to Commonwealth countries.
Interestingly in the same battle a total of 11 Victoria Cross were awarded. The battle was also enacted in India at the famous Agra Fort to demonstrate military commanders how it was fought. Many historians wrote books on the battle and also a feature film titled Zulu was made in England.

The officer finally died in India on 9 February 1892 due to typhoid at Camp Dabhaura, Allahabad and was buried at Plot B-1, Grave 66, New Cantonment Cemetery, Allahabad. A memorial with a plaque in the Havard Chapel and his name on the colour pole in Brecon Cathedral was also placed. Alongside the Grave at Allahabad Cemetery is the 24th Regiment (of Major Gonville) Memorial with the engraving of other veterans from the Anglo-Zulu War. The Cemetery also contain Graves and Memorials of fallen Indian Army soldiers who fought unto their lives to defend the honor of nation as far as South Africa, Egypt, East Africa, Burma, Afghanistan, NWFP....It is endless.
Unfortunately, when I visited the Cemetery, Major Gonville's grave was in complete ruins surrounded by animal waste and the memorial broken. The caretaker there was not interested the his work and was rather using that historical space for selling milk. I took the photographs of all that and published an article in the blog.


The issue was picked up by the British media and Zulu War Forum and the British Administration also took a serious note of it. The article was also republished in the famous British Daily The Independent as:

Finally, a team from the Commonwealth War Grave Commission arrived in India and has fully restored the Cemetery; a work which an Indian Army Division stationed there could have easily done without such an effort. But.... that doesn't seems to be its Key Result Area or in military terminology known as the KRA!!!

Plight of Few Good Women from the Indian Army


Lady officers granted commission in the Indian Army in 1997 and who were due for discharge on 7 March 2011 can now, have a sign of relief; as the Honorable Supreme Court has restrained the Army from discharging them, pending a decision on grant of permanent commission.

It must be noted that the Indian Army had challenged the Delhi High Court verdict allowing women the grant of permanent commission in the armed forces (women officers till date are taken on SSC for a maximum period of 14 years only unlike their male counterparts who have the option of permanent commission during the short service tenure itself ). Though, the other two services went ahead with the decision, Army expressed reluctance siting various reasons and had appealed against the court judgment

The Supreme Court had last year stayed initiation of contempt proceedings against the Army on account of non-implementation of the HC orders when the government promised that it will dispassionately examine the issue of grant of permanent commission to women officers.

Despite being obtained the immunity from contempt proceeding, the Army continued discharging the lady officers and did not bother about the orders of the court. It was finally shown the might of the judiciary that no institution is above the law of the land.

Government of India has also instituted a high-powered committee headed by a Lieutenant General to examine the issue and on 11 January 2011 had sought six weeks to revert back to the court.

A lady officer, who had been discharged earlier due to non-implementation of the HC judgment, had accused the Army of suffering from gender bias in not granting permanent commission to the women who work shoulder to shoulder with other similarly placed gentlemen officers in non-combat arms of armed forces.

But.... the mere lip service alone would not suffice to counter the ever increasing blunders of present Indian Government. Mr PM rather will have to rise above petty political considerations and play the role of an anchor.

In todays Geo-Political magnitude where media has enormous powers to generate public opinion he should utilize this opportunity and bring home the confidence among citizens. He should also remember that the sparks of Egypt have already swept the entire Arab world and India is not far off......

Happy Republic Day


Why Republic Day is Important to all Indians?

26th January 1950 is one of the most important days in Indian history as it was on this day the constitution of India came into force and India became a truly sovereign state. In this day India became a totally republican unit. The country finally realized the dream of Mahatma Gandhi and the numerous freedom fighters who, fought for and sacrificed their lives for the Independence of their country. So, the 26th of January was decreed a national holiday and has been recognized and celebrated as the Republic Day of India, ever since.
